MovieClips do not play while "scrubbing" the timeline because they have their own internal timeline compared to a graphic symbol which is has a timeline directly bound to the main timeline. Another difference between a movieclip and graphic symbol is that you can control movieclips through code which is also why you can give it an instance name  . you can control graphic symbols through the looping option which movie clips lack, however movie clips can use colour effects and filters.
